Architectural Officer

* Darlington DL1

* Contract until February 2021

MAIN DUTIES/RESPONSIBILITIES

Design

1. Undertake the effective delivery of the services in which you are involved:

a. Survey, scheme design, drawing preparation, contract preparation, project management and site supervision for capital building schemes, generally in value up to £3.5million.

b. Liaise within the Council’s departments to ensure that schemes are designed and built within departmental and statutory needs and where affordable maximise the benefits of sustainable construction.

2. Throughout the design process you will be expected to work independently and use your own initiative and show the necessary flair to produce schemes that meet the Client’s aspirations and budget.

3. Liaise with and provide effective advice to Council officers, Members, bodies and organisations regarding relevant issues.

4. Keep the Building Design Manager and Head of Capital Projects fully appraised of issues that may be raised through the design and construction of schemes.

5. Prepare drawings for exhibitions, working groups and committee purposes as required. You will also be required to attend such exhibitions and be expected to discuss schemes as required.

6. Support the delivery of projects as requested by the Director, Assistant Director – Highways, Design & Projects or Head of Capital Projects which may extend beyond the boundaries of the department.

Project Management

7. Undertake the development and management of projects in which you are involved.

8. Project management of schemes, including construction on site covering both design and finance.

9. Arrange and chair monthly site progress meetings whilst also maintaining minutes of the meeting.

10. Control the finances of the scheme alongside the scheme Quantity Surveyor – to include monthly cost plan reporting to the Assistant Director – Highways, Design & Projects and the Head of Capital Projects.

11. Monthly progress reporting to the Client on both financial and timeliness issues.

12. Undertake risk assessments on schemes and ensure regular update meetings are held and recorded.

13. Ensure monthly client data is produced and circulated on all projects for which you are responsible, to include client update reports, cost plans and progress minutes.

Supervision

14. The post holder will, on major schemes, be responsible for the supervision of other Technicians throughout the design and build process.

15. The post holder will be responsible for liaison/supervision of external consultants involved in the design of schemes.

Consultants

16. The post holder shall perform the following functions with regard to procurement and management of consultants.

17. Monitor the consultant’s work as the scheme progresses.

18. Assess any claims and initiate payments during the course of projects

19. Agree final fee account with the project Quantity Surveyor.

20. Ensure that the appropriate key performance indicators are maintained and monitored.

Quality

21. The Building Design Services team is fully accredited with BS EN ISO 9002, and, as such, the post holder shall assist with the implementation and maintenance of procedures for quality assurance and environmental management.

Safety

22. The post holder shall be aware of all health and safety matters with particular reference to CDM regulations.

23. Ensure contractors receive health and safety information pre and post tender.

24. Ensure the CDM Advisor is appointed and that CDM duties are fulfilled on all appropriate projects.

25. Ensure that risk assessments are carried out on schemes, as appropriate.

Training and development

26. To keep abreast of all relevant guidelines and ensure such changes are speedily and efficiently implemented.

General

27. Contribute to the achievement of targets, performance indicators and objectives for the section.

28. To ensure that all projects for which the post holder is responsible are managed in line with the capital review process appropriate to capital projects.

29. The post holder must have a valid DBS (Disclosure Barring Service) certificate and adhere to the Council’s safeguarding policy.

30. Ensure that you work in line with all the Council’s policies and procedures and ensure that you are aware of your obligations under these.

31. Behave according to the Employees’ Code of Conduct and ensure that you are aware of your obligations and responsibilities re. conflicts of interest, gifts, hospitality and other matters covered by the code.

32. Carry out your role in line with the Council’s Equality agenda.

33. To comply with health and safety policies, organisational statements and procedures, report any incidents / accidents/ hazards and take a pro-active approach to health and safety matters in order to protect yourself and others.

34. Any other duties of a similar nature related to this post that may be required from time-to-time
